Board Meeting Draft Minutes

May 19, 2009 – PK Restaurant

Board Members & Visitors present: Jack Elder, Jonathon Nicholas, Becky Trullinger, Jay Trullinger, Kathie Titzler, Bill Marinelli, Wendy Weissman, Alan Grinnell (Competition Committee)
General Business
Meeting was called to order at 5:50, a quorum of Board Members were present.

Minutes from the April 28, 2009 Board & Capo meeting were approved

Treasurer’s Report and 2009 Fees (Kathie Titzler)
Current bank account balance is $5408.28.

Letter of Agreement to Portland Parks & Recreation has been sent indicating that the League will pay $3.00/hr per surface of play for the 2009 season, 4 nights per week. The rate will increase one dollar per surface per year until the rate is $7 per hour per surface.
We await confirmation of the total number of teams prior to remitting fees.

Election to the Board
Jonathon Nicholas was elected to be Vice-President. He will assume the role of President for the 2010 season, per League by-laws.

Old Business
Action: We need to alert Park Kitchen that there will be no Friday play.

Action: We need to update signature authority for the League checking account

Discussion: We should consider approaching Park Kitchen and/or PK Restaurant to be sponsors for the 2010 season.

Work session was successfully conducted on May 10. Next maintenance work session will be May 30, 10am – 2pm. Board agreed to give President Jack discretion to determine the need for oyster flour in the appropriate grade for the May 30 session, and to spend up to $300 for its purchase.

2009 Registration
Based on current registrations received as of May 19, the League is short 3 teams to fill 4 nights of play, with 8 teams per evening.

Final schedule of play will be posted on the web site by Wednesday, May 27th.

2009 Rules of Play – Recommendation from Competition Committee
(Alan Grinnell, Jonathan Nicholas, Paul Pavlock)
Alan presented the report from the Committee.
After discussion, the Board approved the following rules of play for the 2009 season.

1) For the first seven weeks of League Play (weeks of June 1 through week of
July 13) will have one game to 21.
Games will start at 6:00 and 7:30pm with end time limits**.
The intention is that the first game will end at 7:20pm allowing the 7:30 game
a short warm up.
2) The League Night Double Elimination Playoffs (weeks July 20 through
August 10) will have one game to 17. Games will start at 6:00pm and the
Second game will start at 7:15 PM WITH time limits**.

3) The win by 2 points rule was stricken from the books.

4) The entire season, League Play and all Playoffs, will include unlimited
Substitution from roster with no re-entry into a game for players who are
subbed out.

** See New rule for mutual appointment of timekeeper for games with time limits.

Discussion: The Board is considering holding the end of season party at the bocce courts, following the final playoff game.

General Business

Meeting was called to order at 6:10 by Jack Elder; a quorum of Board Members was present.

Minutes from the April 6, 2009 Board meeting were approved

Treasurer’s & Equipment Report

Current bank account balance is $1788. End of the season party totaled $1900. No equipment was purchased for the season.

2008 season opened with 8 sets of Boules tape measures ($20 apiece) – 3 were lost. New (cheaper) measuring devices will be purchased for the 2010 season.

Elections to the Board

President: Jack Elder has 1 year remaining (of a 3-year commitment)
Vice-President: TBD at the May 19 Board meeting
Secretary: Wendy Weissman elected
Two (2) at-large positions: Jay Trullinger, Becky Trullinger (to continue term)

Portland Parks & Rec New Reservation Policy & Team Fee Implications

Portland has established a new hourly policy for playing fields “under reservation” during which access by the general public would be excluded. 2009 fees will be $3/hr/court; fees will be increased $1/hr annually for a total of $7/hr in 2013.

League play is 3 hours nightly, 4 days per week over 13 weeks maximum. Thus 2009 reservation costs would equal: 3 hrs x 4 evenings/wk x 13 weeks x $3/hr ? $936, translating to $29.25 per team (assumes 8 teams per night).

Recommended and approved that the 2009 team registration fee be $150 (which includes a new $25 city reservation fee).

2009 Schedule & Dates: Registration, Season & Play-offs, Maintenance Days, Board Meetings

Registration: April 28 – May 6; May 7-22 is considered “late” (no extra fee implications for 2009); registration on the web site or via paper/mail.

Playing Season: June 4 – August 27, Mon – Thurs 6 – 9pm;
Final play-offs to be announced before end of regular league play July 16.
Maintenance Day(s): Saturday, May 9 and Saturday, May 30, 10am – 2pm
At least 10 people are needed for both dates! League members should bring TOOLS, e.g. rake (architects rake if available), hoes, shovels (flat on front end), brooms, dust pans, hoses, work gloves

Actions: Set overall competition framework by May 22, i.e. rules & dates; Consider different styles of play for regular season vs play-offs (amount of day light implications); Set final play-off dates in advance.
